Lamp wattage does not indicate brightness, but power consumption. If two lamps are of the same construction and other specs, then yes the higher wattage one will be brighter. But unless it's apples to apples, the numbers are meaningless. But the 250W ELC in a SSL-O is considerably brighter than the 300W AC lamp in an SSL-OL, for example. And both are brighter than the old tube style 750W lamps.
