Silent was 18fps back in the day, or 2 rpm on the camera crank, so just telecine your footage at 29.97P s you don't get any interlacing, then run it through cinema tools to change the playback rate to 18, and then work on it in FCP at 18 until you are done and export to DVD. I've not converted 18 to 24 yet, but I'll bet there's a great way to do it, but compressor will probably have a really good way already...
