Any computer will play PAL DVDs a few times and then will convert
"permanently" to PAL, no longer playing NTSC. You can override this with an
app like "Any DVD" (for PC's) which runs in the background and also
overrides copy protection (including Blu-Ray) when used with separate copy
apps like One-Click DVD (again, for PC's).
