I've gotten lovely SD transfers of 16mm neg from Crosspoint in Colorado. They can apparently do real-time upres to HD during the transfer, as well, which might be worth looking into re: budgetary constraints.
 
I've recently had problems with coming up with foolproof screening formats for 16mm transferred to HD; figuring out what your final screening format will be before starting the transfer process is really important (I'm sure everyone else in the world realizes that, but stating as a tip just in case).
