Hi Moira,
Another cheap way to transfer PAL dv to NTSC -
though also not the best quality - is to find
someone with a PAL camera or multiformat deck
such as the Sony DSR-11 and capture into Final
Cut Pro. Then export as an NTSC dv quicktime. It
takes time but its cheap if you've got access to
the equipment.
