Well, the cheapest way, but certainly not the best, is if you have
access to a multiformat, converting VCR, you could send the PAL signal
to the VCR on the RCA line output, set it to convert, and then use the
VCR's line output to feed a DVDR, or just record it on the VCR in NTSC.
