Following up on what Chuck addressed, UW-Milwaukee would be a place to look at. I suspect it is still true that they offer a number of generous TA appointments that make it a very affordable place to attend. Also the University of Illinois-Chicago is a relatively inexpensive place. And, of course, both are solid programs with experimental leanings.
