Region coding is extremely important to raise the cost of piracy. If I want to illegally copy a disc, and make it available to people in other regions, I have to check a box on the ripping software that says "remove region coding."
That way, piracy takes 0.1 seconds longer.
Otherwise, instead of using Apple's terrible DVD player which respects region coding, I would be forced to use far superior software like VLC which ignores it. Or, instead of buying an expensive brand-name dvd player, I would be forced to buy a less expensive grey-market one (available in many shops in my city) which ignores region coding.
Also, people who are technically untrained will become confused when confronted with region-coded DVD's which they may have bought legally, over the net or second-hand. When they ask their more savvy friends for an explanation, they will be reminded that copy protection exists, and that it is easily bypassed by software.
