Some perhaps obvious choices which may nonetheless trigger other titles:

Eaux D'Artifice (Kenneth Anger)
Commingled Containers (Stan Brakhage)

Here are some water-related films I know only by description - perhaps others can elaborate on or recommend them:
Water and Power (Pat O'Neill)
Watersmith (Will Hindle)
Stream Line (Chris Welsby)
What the Water Said, Nos. 1-3 (David Gatten)

Contact Vincent Grenier, email suppressed who has several short works that fit the bill

Also, Microcinema has several pieces of ambient media on water themes, including PLASMAQUARIUM, EARTH FROM THE AIR, and BUBBLES which offer many programming possibilities, to be shown as ambient before a screening or with live music.

Scott Nygeres also has some wonderful short works on the theme of water.

Great idea for a program!
