you could try asking for a refund and hold out for what you really need and want.
if he won't refund your money, you are probably better off sticking with the double-8mm film and either working in 8mm or editing it in with your other 16mm footage as was mentioned earlier. but in general those krosnagorsks are troublesome. mine had all kinds of problems, the biggest of which included tearing film edges and losing loop in the middle of a shot. btw, i did not see your link to the 16mm camera because my computer's security filter blocked it. but i am assuming it's a Krasnogorsk K-2. enjoy today...

it depends on what you want to do with the camera. my experience with the K-3 was ok only for special purposes. but that got old pretty quick. overall i have heard a lot of complaints with the Ks. they're not very reliable.
enjoy today...

oh and this is what he writes about it...
he is quite nice actually to be doing this for me!

he wrote this:
The camera comes with 20mm lens (the most valuable). It shows a paint losses, but it can be repainted if necessary. Overall the condition of the metal parts is good (there are no parts else than metal here :)
Service shop performed the works on film transport gear, we do not checked the camera and magazine for the light-leaks (light-leaks if any can be easily repaired bu user), do not checked light-meter and so on.

thanks
