That seems like a no-brainer to me - every laptop and desktop system
is a media center these days. I don't know if there's costs involved
outside Canada - we get pretty large download bandwidth with standard
internet hookup around here.

The big roadblock would be the fiddly nature of web connecting etc. I
wouldn't want a committee to sit down to review videos and find that
vimeo is down for maintenance, they have a bad connection, or they
have to wait for things to buffer etc. It would be a terrible way to
have your film seen. Also, there's the crap onscreen around your
film, ads and links to other vids, etc.

And most youtube videos stutter, I dunno about vimeo.

If every filmmaker submitted on a different web service, there'd be
the hassles of installing plugins, logging in and learning-curve for
whoever was running the screening. Flash video is pretty universal
but six months from now, a year from now - who knows?

Plus, a video launched on the web, methinks, is ineligible for most
festival screenings, n'est-ce pas?.

Best would be your own dedicated page on your server, preferably with
a password. Upload a couple versions of varying quality.

I've done this for juries, the officer checked the link and maybe even
pre-loaded the page so the jury didn't have to sit through the
fiddling. With a full slate of films to watch in one sitting,
however, I wouldn't expect that to go smoothly.

I posted earlier about Reelport as a dedicated film-fest submission
service - anyone had experience with that since then, or other options?
