Don't buy a telecine on ebay. You will get something that is only
marginally better than shooting off a wall, unless it's a Sniper, in which
case it'll be a few thousand for the unit plus the cost of a good camera,
A/D converter, and machine to capture to, which quickly approaches the
over-$10k mark.

I'm starting a service for
artists/home-movie-ists/students/archives-on-a-budget, though in Chicago,
not NY. We can currently capture pretty nice progressive uncompressed 8-bit
1080 HD videos from 16mm. It's not a Rank or a Spirit, but of good quailty
at reasonably prices, aimed towards the budget filmmaker, and better than
the Sniper systems.
