I'm a new member to this list. So let me introduce myself. I teach
experimental film and video, with a focus on Japan, at UC Irvine. I
really wish I'd joined this list a long time ago!

To answer the question: a publicly sponsored venue is the National
Film Centre, but they are usually not interested in showing curated
programs. Perhaps you might try Image Forum in the Shibuya-district
of Tokyo. Image Forum has two large theatres for independent film as
well as a much smaller place where experimental works are screened.
