I'm not exactly sure what you mean by fast but if you need it done really soon then you might manage to get the film to Todd AO in London before they stop processing the film at the end of this month:
They produce very high quality results and they are fast and probably the nearest lab to you for processing S8 neg. They also do the telecine in house too. Great stuff, although it comes at a price but you did only mention fast and great quality and not the other one. ;)
Other than that the only other options I know of for processing are andec in Germany or shipping it out to the states. If you get the processing done at Andec then I'm thinking you will still want to send in on elsewhere for transfer.
I've heard rumours of a place in Italy doing neg processing and even telecine but havn't heard of anyone using them and don't have any proper details.
My guess for second fastest/great quality would be to ship it out to alpha cine in seattle and get it transfered at flying spot in seattle too. I'm not sure how fast that will be tho.
It might be best to get onto Todd AO fast if you really need it now!
