There are two organizations to talk to: IFP (http://ifpmsp.org/) and Minnesota Film Arts (http://mnfilmarts.org/).
The
experimental film scene here is a bit limited, I'm afraid, but ask IFP
about Fearless Filmmakers and also the Cinema Lounge (both monthly
events that are open to submissions).
