They ARE allowed to film. Like most American cities, New York already has  
some pretty stringent filming rules. What was happening was that police were  
enforcing them arbitrarily, or were imposing commercial rules on  individuals.
 
What the brain-dead opponents don't realize here is that these new rules  are 
actually a liberalized version of what was going on. Now, any individual can  
film whatever they want on public property, with NO time limits. Groups can 
film  without limitation for up to 30 minutes without a permit. If the group 
has a  tripod, they get 10 minutes.
 
There is a legitimate gripe about the permit process, but that will get  
cleared up. And this "picnickers with cameras will now be breaking the law" is a  
ridiculously phony argument against the rules. It's disingenuous, too, because 
 the "artists" on this list could care less about picnickers (the ACLU,  
maybe.)
 
It never was the case that there were NO rules-- that's a myth. With these  
new ones, cops can't just throw you out-- they can try, but they won't be able  
to defend themselves for long. Before that, they could.
 
These rules are extremely reasonable-- arguing about them is like arguing  
about stop signs.
 
I've never seen such irrationality as some of these other postings.  
Ignorant, evasive, invective-filled. Disgusting.
