This is the way archives and other kinds of non-browsing stacks
are already set up. I think the storage facility for books for
the Univ. of Cal. Berekely libraries in Richmond is like this
with the added feature that the books can be retrieved
automatically, i.e. by a machine.
The reason this works is that you can get more books in less
space, and usually researchers are not browsing, they know what
they're looking for.
