Locally speaking, the art's council would never question why it would cost
an artist $30,000 (and more) to create a public installation, or a bronze
sculpture, or mural, or a group of paintings. Expense of the art
object/creation really has nothing to do with what the council is willing
to fund. For instance, the council doesn't say to an artist: bronze is too
expensive why don't you work with paper mache since that is cheaper.

I should add:
The local arts council places a cap on the amount they will fund "media".
Which in the end can effect (depending on ones methods and amount of
in-kind support and freebees) the length of what is created. Whereas with
video formats this is often less the case due to relative costs and access
to equipment and lack of lab costs.
It's as if the local arts council believes (without directly stating such)
that when it comes to "media" the low bidder (in terms of budget) is given
favor. Or as is usually the case, you might be able to finish a film for
the small amount awarded, but forget about paying yourself (which of
course the council wants you to do).
