Several of Stephanie Barber's films are rather funny. As is Tom Comerford's
Sisyphus's Cinema. James Wong's Condor is a very funny parody of
Syberberg's Hitler: A Film From Germany. Marie Losier's films are all
rather funny. That's a few contemporary ones, of the top of my head.
As for historical films, there's one that I think is unfortunately
forgotten: Jonas Mekas's Time & Fortune Newsreel, in which Adolphas plays
the Finnish Ambassador, explaining a more economical means of conducting the
war in Vietnam. Highly recommended.
