Most older 35mm projector heads like Simplex/Century can be hand cranked so theoretically you can run them at whatever speed you want to crank.
Nonetheless, I wouldn't count on finding many cinema projectionists today willing to do this (LOL).
I'm also wondering whether it might not cause damage to the print if it was running too slow. Sometimes older used prints will be deckled or damaged by heat within the area where the light passes through the aperture plate. If you have ever seen a print like this you know it looks like a mess.
Wouldn't running the print slower, especially with a high power xenon or carbon arc head, possibly cause the print to get too hot and cause severe damage?
